Todd is a distinguished and honorably retired law enforcement professional with a commendable career as a San Jose Police Officer. During his tenure with the SJPD, he served in various capacities including as a Violent Crimes Detective / Gang Detective, Field Training Officer, and Intelligence Officer. He also served on a task force in the mid 1990's that caught a child molester who was luring children into his van and molesting them.

Additionally, he has held roles as a California Community College Police Officer and Detective, as well as being honorably discharged from the US Army Reserve as a Military Police Officer and Investigator. Furthermore, Todd has extensive experience as a former Undercover Retail Security Investigator, specializing in the investigation of Internal Theft, Embezzlement, Workplace Violence, illegal drug use, and policy violations within the corporate environment. 

Todd specializes in Criminal Investigations, Criminal Defense Investigations, and Gang Cases. He is a Court Qualified Gang Expert. He was a San Jose Police Gang Detective during the early 90's when 186.22 of the California Penal Code, also known as the "Street Terrorism Enforcement and Protection" Act ("STEP" Act), was just beginning to be charged and prosecuted by the Santa Clara County District Attorney's Office. He has researched and authored many of the first Gang Summary Reports and worked closely with the Gang Unit of the DA's Office. He has been approved as a Criminal Defense Investigator, and a Gang Expert by the Santa Clara County Alternate Defense Office (ADO), and the Independent Defense Counsel Office (IDO). 

He has investigated and testified in court on, hundreds of crimes and Gang cases, including but not limited to; Homicides, Robberies, Shootings, Stabbings, Assault with a Deadly Weapon cases, Aggravated and Simple Assaults cases, Domestic Violence cases, Sexual Assaults cases, Kidnappings, etc.​

He has been Certified as an Instructor on the Parolee Law Enforcement Automated Data System (LEADS) by the California Department of Corrections and taught many classes on Case Management, Database Systems, Gangs, Crime Prevention and Investigative Techniques.

He has been qualified by Santa Clara County Superior Court as an expert on Gangs, Narcotics and Firearms.  He has numerous Letters of Commendation and was also awarded a Life Saving Medal from the San Jose Police Department for saving the life of a elderly rape victim from an armed suspect.

He graduated from the US Army Military Police Academy, the San Jose Police Academy, and the San Jose Police Detective Academy. In the San Jose Police Academy, he was top in his class, and received the "Top Academic Award."

He majored in Administration of Justice at West Valley College in Saratoga, California and was on the Dean's List for a high GPA. He has attended numerous advanced officer courses and seminars in law enforcement and investigations, and he has numerous Certificates of Training, and Letters of Commendation and Appreciation. 

Todd's mother was born and raised in Puerto Rico, and he attended High School on the Island. He enjoys travelling to Puerto Rico and visiting his family.
